Some (and hopefully all) of the people producing technical reports would send a copy of the list to me. I would then send these to a moderated group on USENET as well as a mailing list for those sites on the INTERNET who do not get news (ARPANET, CSNET, etc.). The CSNET side will be starting up in a few days and I already have the first technical report list to go out. For those who aren't familiar with technical reports, most universities and big company R&D labs publish reports about their research. Some are abstruse (like new results in automata theory). Others are manuals for their public domain software or tutorials. For example NASA/Ames published a tutorial on SETUID programs under UNIX. These lists are currently sent out by mail to other schools and R&D labs. However, not everybody at the targetted institution sees them and many sites who are on USENET are not on the mailing lists. Some of these will later get turned into journal articles while other items will never be more formally published. Thus looking at these lists would give you information on new research results before they would appear in journals or would let you know of material you would not otherwise be aware of. Would those people interested in such a group please send me affirmative mail so we can start the USENET side. (I am in contact with the CSNET people to start that side.) When things are set up, I will send out a mass mailing to the Universities and R&D labs on the net encouraging them to mail me machine readable versions of their tech report lists for me to repost. If you wish to start mailing me stuff to post now or put me on an electronic mailing list, you may do so. This system will save the cost of postage, printing costs and handling time which is currently needed by each school producing technical reports to send their list to other schools. (Most people currently receiving such report lists are reachable either through Arpanet, CSNET or USENET.)
