I own an '85 GTI, and my car displays the same symptoms. As for the brakes, I've been told that they squeek because of the material the pads are made of ; some material that lasts longer at the expense of some noise. Dirty front wheels, well, I always thought it had something to do with front wheel drive. I've noticed it on almost all new front wheel drive VW's.
