Well, actually I have had that problem and I found two things that work equally well: 1) I used mineral spirits and a little elbow grease 2) I don't know if they have them where you are (I am assuming from the name that they do), but I took my car down to the local National Pride do-it-yourself car wash and used their tire cleaner on my bumper.
