This practice is quite illegal in all the NY metro area states (i.e.,
NY, NJ, CT, MD, PA). It is also illegal to rise on the shoulder in
most cases, however the cops will usually not bother a rider doing this
in bumper-to-bumper traffic because they understand how easily bikes
overheat in this situation.
