Yes.  Consider what would happen if the terminal has auto-margins and
you write in column 80 (assuming an 80 column screen) of the last line.

There are ways around this, but Emacs does not use them.  (Though
my termcap driver does check the "am" flag before deciding not to
use the last column.)
