The police reports simply say that someone, usually a child, reported some Satanic crime, and that the police investigated and found no evidence. This doesn't stop some fundamentalist sheriff in the South or Midwest, though, it just causes him to think "Them devils sure are tricky". This is really just a media phenomenon, self-sustaining because kids' imaginations feed each other.
