Not if the sole object of the exercise is to bring criminals to justice.
If a cop arrested a mugger, would you call that a violation of the mugger's
civil rights?

Or to his widow.  I'm sure she'll love you for it!

It's naive to believe that these people appreciate a turning of the other
cheek.  After a while, one gets tired of being kicked around and does a
little kicking oneself.
