I would like to disagree with the inclusion of the above in your list
of 'state terrorism' - a retaliatory military strike against a MILITARY
target is not the same as bombing a school bus.  Regretfully, the PLO loves
to place their military targets in the middle of civilian areas (especialy
hospitals and schools), so any action against them will raise a storm of
controversy due to the civilian co-victims.
