How about this for pure speculation: perhaps the chip manufacturers feel that the potential customers for such a chip (monochrome raster-op) would use a mass-market micro instead (Macintosh, Atari ST, Amiga, etc.). And those micros use in-house developed custom LSI instead of an off-the-shelf graphics controller. Ergo, limited market for a complex and expensive part.
