A couple of weeks ago, Gareth Howell had a note here asking for help
with amateur radio emergency procedures.  I have some documents I
believe will fill his need.  Unfortunately, no address for mailing
was included, no amateur call was given, and Gareth said he only
gets into the net occasionally.

If anyone knows how I can get in touch with him (or if you are
reading this, Gareth), please send me the information I need.  Many
