Supposedly it is a method for tranquilizing via the use of a low frequency signal applied to electrodes on the neck. I have heard that it is widely used in Europe and the Soviet Union in lieu of drugs, but the FDA (or drug industry lobbying) has blocked its use here. Does the technique exist? What are the parameters of the signal used? Are there any side-effects?
