Make sure it's not a form letter, or computer generated (i.e. everyone sends in the same thing). Make it short (1-2 pages). And from what I know, individual letters bear more significance than a 100 signature petitions ( exept if you manage to get quite a few of them in a la Californian Marijuana Initiative).
