I think it is, in fact, overused by those who want us to believe that the Israelis are somehow `as bad as' the PLO. To me, terrorism is the killing of civilians as an end unto itself. Thus, killing three Israelis civilians on their yacht is terrorism. An attack on the military facilities of your enemy is, on the other hand, a legitimate act of war. The PLO headquarters was certainly a military target. Yes, innocent Tunisian civilians were killed, but in war it is permissible to attack your enemy's military facilities regardless of where they are. Tunisia is a moderate Arab state, but it is not neutral; it knowingly permitted the PLO to establish its headquarters in Tunis, thereby forfeiting its protection as a neutral nation.
