They say memory is the first to go... :-) The writers of PRICE OF THE PHOENIX and FATE OF THE PHOENIX (as well as at least one other Trek novel, the title of which I forget and am too lazy to look up, and editting the two NEW VOYAGES anthologies) are Sondra Marshak and Myrna Culbreath.
