I have watched Star Trek on WPIX for many years and though the episode(s) was butchered, those scenes were always in there. As for the other scenes, you seem to be implying that we didn't see the dialogue or laser scene before. The laser scene was always there, too. However the dialogue scene, though present, was cut short. It used to have Dr. Boyce coming in, saying a few things (perhaps setting up his "bar"), and then a cut to the intercom whistling and Spock reporting that they have intercepeted a followup message.
