It can be done from DCL, as I (painfully) found out the other night on a VAX 8600. The system rebooted itself, but it sure was embarrassing. (Diagnostics on the console showed a fault in the "CT Driver".) I deliberately leave out a description of HOW it was done (though if one types enough gibberish, escapes, and control characters, one is VERY likely to find out).
