The M-151 jeeps that the Army is replacing with the new Hummer vehicle have 
been declared unsafe for civilian highway use.  From what I understand, the 
jeeps must be made completely unusable before being sold as scrap.  This 
involves cutting apart the differential case with a torch, cutting frame 
rails, and finally cutting the entire body in half with a torch.  Unless 
you are a rather good metalworker, I wouldn't bother even trying to 
put one back together.  Remember, there is a reason that the Army has 
declared them unsafe for highway use.  If the government could have sold 
them as usable vehicles, they would (bureaucrats may be pig-headed, but they 
know how to save and collect money).  $40 is what the jeeps are worth as 
scrap metal and misc. parts.  A much better bet for cheap vehicles is a police 
auction (keep an eye on the classifieds in your local paper; the Baltimore 
City P.D. has one every week or so and they take out a rather large listing 
with a list of each vehicle, its year (if known), and its VIN(if it is readable).
