If the footwell is below the floor level of the front of the car, the problem is generally in the front wheel arches! What happens is that road water is thrown up inside the wheel arches, finds an entry point in the wheel arch, and travels under the carpeting past the front seats and settles in the rear footwells. The wheel arches have a tendancy to rot out due to mud being thrown up from the wheels, fortunately its also one of the easiest leaks to track down and fix. Hope this solution works for you !
