There are (at least) two other ways to accomplish this.  Why not
have more classes or admit fewer students?  (I suppose reducing
graduation requirements is right out.) :-)

ps - Yes, Stanford does have a "liberal" drop-policy.  We don't admit
people we don't want to graduate.
