First, Shoeshine Boy's reply is actually "Bless you, sir."  The name  
of the gangster in question is Riff Raff, if I recall (he used to hold the
guy at the newsstand upside down and shake him until the change fell out
of his pockets).  Can anyone remember any other Underdog villains
(other than Simon Bar Sinister and his henchman Cad)?
