The ARPA NIC has a draft of the Transport protocol out as an RFC.
It is RFC 905 and is a copy of the transport protocol when it was
a "DP".  It has changed slightly since then.  I haven't compared
the text of the current "IS" form with that version so can't say
how much has changed.  Also, I haven't found an online copy of the
current form.

The standards organizations don't seem to publish computer related
standards in machine readable form.
