I've found the program Michael Shulman was interested in.  It is a combination
of Turbo pascal program and EXTERNal ASM file which will allow a DOS command
shell to be started from a Turbo Pascal program (and allows commands to be
passed to the shell).  The files are in 
[R20.UTEXAS.EDU]<CC.GALVIN.PUBLIC>PSOFTRUN.LBR.
The source code in both TURBO and ASM is included.
