Some of us are working to come up with a new suggested policy
for newsgroup creation, since it has become obvious that the
"N votes is enough" concept is meaningless in a network of this size,
and is counterproductive.

Until then, new newsgroup creations are to PLEASE be avoided!  We can
live a little bit longer with the current set!  Thanks!
