	Nothing frightens me more than government agencies working under
the auspices of " preventing public alarm ". It makes me feel like a
piece of livestock. I think the major battle in developing support for
the sciences is in declassifying intelligence.

	There is a great deal of work being done in monitoring. This
seems like a much better approach when entering into negotiations.

	I know this doesn't belong in net.physics, but I thought
an exception was in order.
