In my opinion the Leafs' biggest problem is their management, but that does not necessarily imply Pal Hal. George McNamara has to be the most inept general manager in the NHL, and yet it looks like the position is his until he croaks. Look at the trades the Leafs have made (before this season at least --- witness the multiple Palmateer juggles, Laurie Boschmann etc.) and their utterly useless draft choices in the last ten years.
