Sorry, doesn't let the writers off of the hook.  Kirk should have still
known better.  Klingons still take captives at times, irrespective of
the fact that there may be Klingons in the Romulan Neutral Zone.
Romulans are not Klingons, despite the fact that the movie writers
seem to have blurred the distinction.
