	It seems that the assumption is being made that you can't have
justification without hyphenation, and vice-versa.  I do most of my nroff
stuff with hyphenation turned down but not off (.hy 14) and non-adjusted.
I rarely bother with discretionary hyphens and such and I think the result
is readable and looks fine (but then again, I like picasso :-)).
