This is characteristic of having a tty line enabled that does not
exist. Small bits of noise can initiate a 'login:' prompt and
getty goes crazy thinking someone is trying to log in. try a
who /etc/.attwtmp | tail to see if you can see which line
is logging in and out, then disable that line. Note this same
problem can blow system performance out of the water.
