someone suggested i run StartNet with verify on, which was quite
illuminating.  i was under the impression that the volatile database
was initialized from the permanent database by magic; i wasn't aware
that StartNet just issues various Set commands to do the job.  in my
case, there was an empty StartPSI.Com in Sys$Manager:, so StartNet
called it to configure the lines and circuits rather than trusting
the permanent database.  thanks to all who tried to help.  now if i
could just figure out where that StartPSI.Com came from....
