I saw this used on a PBS show called the 'Saturday mechanic' or something like that, only they cautioned against pouring water in the engine. They recommended using an old Windex bottle or something to that effect. They explained that the water vapor creates a 'thermal shock' that can cause carbon to dislodge. They recommended running for a few miles after the treatment and then changing the plugs, as they will probably get fouled if the treatment worked.
