If you live in X County which has X_rate of sales tax, and you purchase something in Y County which has Y_rate of sakes tax, you have the RIGHT to pay the X_rate instead of the Y_rate on the assumption that you are taking the goods to X County for use and consumption. Please note that this applies to New York State - I am not certain about any other states.
