I doubt that the zip code is used for sales tax, since postal districts do not
always match with county lines.  You are, however, quite correct about the sales
tax/use tax in NY State.  It is, however, rarely observed except where 
merchandise is delivered or for car purchases.  There is quite a bit of very
visible enforcement going on now (ask Cartier, Van Cleef, etc...)..
