Several local hardware stores sell grow lights that fit standard flourescent
fixtures.  I would assume the same is true in your area.  You could buy
a cheap fixture (I've seen them for under $15.00) and build a simple table
with an arrangement to hold the fixture above the table top at various
heights.  I've done this and it works fine.
