Almost all those mails refer to forwarding that group to IRCAM (Paris). There's a strict policy on this part of the network that - since ALL European sites pay for ALL of the transatlantic news traffic - (new) newsgroups will only be forwarded to Europe if there's considerable interest. Interest in net.music.* sofar appears to be at only two sites, both at IRCAM. Forwarding that group to Europe is therefore out of the question.
