If you look at the prices for Lattice C and MASM for the IBM PC, they list for $500 and $150 each, PC documentation isn't cheap either. You can get these things at a discount, would still be more than $400. I like cheap software too, but let's be reasonable. Bob Pariseau (amiga!bobp) recently posted the official policy regarding developers kits. It stated that the 'developers package' is available as a unit to any buyer directly from Commodore, and that individual components would be available only thru dealers. If you want to do serious Amiga things with the Amiga, at least the information is available. Compare this to other vendors who tried their best to keep the internals of their software and hardware a deep trade secret.
