The person who describes the rumor about the FCC checking your home tv
emissions to determine what channel you are watching is obviously unaware
of the situation in England, where this exact method is used to catch
people, who are behind on their TV licence payments.
         Yes, thats right, it is necessary to pay the UK government a fee
to be allowed to watch TV in the UK. The funds are supposed to help support 
the BBC. (Perhaps the PBS stations should try it here . . . )
