Thanks to the Boland amendment, it is illegal for official U.S. support to
include military equipment.  Guns, bullets, and surface-to-air missiles are
purchased with donations from private sources.  These are then ferried to
the contras via small, independent airlines with absolutely no connection
to a certain government agency (wink, wink, nod, nod).
