Ihnp4 has been in yo-yo mode for about a week due to hardware problems.  We
are currently investigating.  While examining the news distribution system,
we discovered a black-hole in the system which would eat articles by the score,
especially if the machine is going up and down a lot.  This problem has been
remedied, but people may be seeing duplicate articles for a while as we catch
up with the load again.
