The reasoning is that the people do not actively oppose the war thus they support if the support then we have the right to attack them and do. This idea is grotesque and personally I think that it should be outlawed by international law. (I know I am naive so don't bother telling me) The reason for attacking the population is also to so totally demoralize them that the revolt aginst the government and bring it down or force the government to negotiate.
