So many merchants give away catalogs they claim to charge for that I can only conlcude that there is some kind of postal regulation or something that prohibits them from mailing it 3rd class unless it carries a price. Or maybe they use the phony price as protection against someone who writes and says "gimme a thousand catalogs -- I want something to burn in my fireplace and you said they're free."
