That is a big difference. At a recent SDI It is the difference between believing a nuclear war is acceptable and the absolute conviction that it is not. You sound an awful lot like General Buck Turgidson here. Also I would point out that 10-20 million is the most optimistic estimate based on no real life experience. We in the software business know 2 things about such estimates - everybody likes to believe them, and they are rarely (never?) achieved.
