The 10-20 million dead assumes that SDI meets its program goals (personal opinion: unlikely) and that the Soviets take no counter measures (not credible). In addition, that's only the first few hours of the conflict. Finnally, since a limited SDI system may be very useful in support of a first strike, it could easily start the war we're all trying to avoid.
