In all seriousness, though:

The Klingon Empire, in the ST Tech Manual (from what I remember; it's on loan
to an optimist right now :-), is shown as being anything outside Federation
space everywhere except one arc which is labeled ROMULAN NEUTRAL ZONE on the
border.  The Rom empire seems to be bounded on three sides:  the edge of the
galaxy, the Federation, and the Klingon empire.  And the K. empire, except for
the Roms and the edge of the galaxy, totally surrounds the federation???
