If you use pic with a macro package (such as UCLA's mX) that includes a
translation of "~" to " " (i.e. with
.tr~ 
(there's a blank after the tilde)
then the macro package kills all splines (the spline drawing command in
troff is D~!).

The fix is to have
.tr~~
in your input to supersede the macro package's translation

Boy that took a long time to track down!
