Remember in "the brain of morbius" how the Doctor responds
to the sisterhood's discovery of an elixer which grants
eternal life?  He comments that eternal life is equivalent
to eternal stagnation, and implies that the production of
the elixer is rather commonplace knowledge.  This says to
me that the purpose of regeneration in Time Lords is to
prolong life, but not as a partial substitute for immortality.
In other words, maybe Time Lords see the need for death
as an instrument of renewal.
