Of course, this one experience is not enough to support a general observation,
but we had the VAXCRTL libraries on our v4.2 system from day one even though
we did not have Vax C v2.x yet.  We did have C v1.7 and the associated
CRTLIB library, though.  i suppose it is possible that DEC shipped the
VAXCRTL because we had C v2.1 on order, but in light of the rumor previously
mentioned on this list it was probably there by default.
