"Access charges are really being used to prevent bypass"

When they first introduced access charges, I studied it a bit, and
finally it seemed to make sense to me. But that was a while back,
and in the meantime I have learned more about systems and tariffs,
and now it doesn't make sense to me any more - unless it is the case
that you have to pay the access charge even on a local trunk that does
not have long distance access ?
