I don't think this is true. However, many Texas banks which offer credit cards have moved (or are moving) their credit card operations out of the state so that they can charge yearly fees (seems like they like to move to Delaware?). Also, they generally begin charging interest from the time they receive the charge, so even if you pay the bill as soon as you receive it, you end up paying some fee.
