Does anyone know how to get a Vadic 3451 to call another modem with
Bell 212A versus VA3400?  They're both 1200 baud, so the baud rate
can't be used as a switch.

It seems that it normally tries to connect with 3451; if the other
modem is a 212A, it has problems starting up.

We'd like to be able to use either, as we have lower transmission rates
with 3451, but 212A is more popular.
