From what I was told by a power company official, a 'noisy' transformer is a failure getting ready to happen. Not only could the power company open up a can of worms if there was a problem with loss of property or life from a failure that was known to be imminent, but I'm sure a 'noisy' transformer is not as effecient as a correctly functioning one.
